Report on child-trafficking in Togo, West Africa found that the children “came predominantly from poor, agricultural backgrounds and had generally had little schooling before being trafficked. In numerous cases, children were recruited by traffickers after running out of money to pay for school.”

“School costs need to be addressed,” said Ms. Abibatou Ndiaye, national president of the Federation of Senegalese Women's Associations at the Millennium Development Goals (MDGs) meeting in Senegal in May 2003. “The public school enrolment fee is CFA 5,000 per year (about $10), a major sum for a family that typically has several children -- and which does not include the cost of school supplies”

“If they are serious,” Ms. Ndiaye said “then it's necessary to provide the means for this MDG effort to succeed. The money must go to the grassroots community, and not just be used for seminars, cars and salaries.”
